Mesyuarat Persediaan bagi Sesi Dialog Belanjawan 2025 KKM hosted by MDA for all Industry key associations
Perantim had the privilege of participating in the Ministry of Health (MOH) Budget Dialogue, an important platform to discuss the future of Malaysia’s healthcare system. The event was led by YB Datuk Seri Dr Dzulkefly Ahmad , Minister of Health, alongside YB Dato’ Lukanisman bin Awang Sauni, Deputy Minister of Health, Dato’ Sri Suraini binti Dato’ Ahmad, Ketua Setiausaha, Datuk Dr. Muhammad Radzi bin Abu Hassan, Ketua Pengarah Kesihatan, and Dato’ Sri Norazman bin Ayob, Timbalan Ketua Setiausaha Kewangan.
The Ministry outlined its efforts to secure increased budget allocations to support holistic healthcare, addressing the rising costs of living and inflation. Key discussions also touched on more efficient spending, with the Ministry promoting leasing of medical equipment as an alternative to outright purchases, ensuring more optimal use of resources.
During the dialogue, Perantim highlighted several key issues facing the medical device industry, including:
• Over-Reliance on Medical Device Imports
In 2023, over 85% of medical devices in Malaysia were imported (Matrade). Perantim called for stronger programs and support mechanisms to transition local trading companies into manufacturers. We also emphasized the importance of enhancing “Buy Local” initiatives to reduce import dependency and encourage the growth of local manufacturers.
• Rising Costs of Doing Business
Perantim raised concerns about the increasing costs of doing business in the medical device sector, particularly related to certifications (MDR, USFDA), testing, and advertising. However, we also applaud the government’s efforts, especially through the Medical Device Authority (MDA), in spearheading initiatives to establish locally certified CE MDR certification. This will make CE certification more accessible for local players, helping them compete in the global market.
• Tax Incentives for High-Tech, Green Energy, and Talent Development
To promote innovation and sustainability in the healthcare sector, Perantim proposed enhanced tax incentives focusing on high-tech industries, green energy initiatives, ESG compliance, and the development of local talent in the medical device sector.
