The 200++ pages is an official document initiated by MITI & developed by Halal Development Corporation (HDC) with participation from many agencies including JAKIM , MDA, Dept of Standard Malaysia (DSM), Ministry of Transport, KPDN, NPRA, industry players & associations like PERANTIM .
